I think it ironic the bird is sitting above the Dignity of Earth and Sky sign.

And I know that statue (and rest area) well: Dale Lamphere’s Dignity statue in Chamberlain. Can’t say I’ve ever seen a parrot there before.

I had seen photos of the statue but didn’t know where it was located. I was SO excited when we stumbled across it.
